Oroville council approves change to downtown BID billing, aligns fee due date with business license

The Oroville City Council unanimously approved a staff-recommended amendment to the Oroville Municipal Code, Chapter 5.06, to simplify billing for the downtown Business Improvement District (BID). Staff said current practice billed BID fees in December but did not make them due until July, causing confusion with business license billing schedules. The Downtown Business Association asked the city to align BID billing so both the business license and BID fees are billed in December and due in January.
Under the approved change, existing BID members who have already paid for the fiscal year will be billed for 50% of the 2026 BID fee (to cover the second half of the year), and new businesses will pay a prorated BID fee in their inaugural year based on the number of months remaining. Staff said the amendment is intended to reduce confusion and administrative burden and that the change was supported by the Downtown Business Association.
Vice Mayor Smith and other councilmembers supported the measure during the public hearing and the motion passed by unanimous roll call. Staff indicated the change will require updates to billing and administration and no additional budget appropriation was requested at the meeting.
