Councilman Harris offered a motion to establish that a person elected as council president may step down before their term expires and that, upon stepping down, the council shall immediately select a new council president while the outgoing president retains their council seat. The motion cited the Maumee Charter (Article 13, Section 3) as the legal basis for clarifying the procedure. After a roll-call vote the motion passed.
Barrow then announced his resignation as council president and the council opened nominations. Harris nominated Chelsea Ziz; John Fiscus declined nomination. Ziz stated she would accept. Nominations were closed and the council conducted a roll-call vote; members congratulated the newly selected council president following the vote. Barrow read a brief statement reflecting on his two years as council president and said he was stepping down in order to dedicate appropriate time to the mayoralty.
The meeting concluded after procedural business and adjournment. The council did not adopt charter amendments in this session; it clarified presidential succession and installed a new council president during the same meeting.
