Marion council approves urban renewal amendments for Central Corridor, West Tower Terrace and Echo Hill Road

City Finance Department staff told the council the Central Corridor amendment would add projects such as an expansion for McGrath Volkswagen at 675 Blairs Ferry Road and a proposed mixed-use development at the former library site, and would extend an administrative and professional support program through 2030. "This would add projects to the urban renewal plan," the finance director said, adding that "the action sets a maximum amount that can be utilized in tax increment finance, but does not obligate the city." Obligations, staff said, would come later through development agreements or internal loans.
The public hearings on both amendments drew no outside comments. Council Member Steve Jensen moved to approve resolution 32,603 for the Central Corridor amendment; the motion was seconded and approved by voice vote. A separate motion to approve resolution 32,604 for West Tower Terrace Road and Echo Hill Road—described by staff as "very similar" to the Central Corridor action—also passed by voice vote.
Finance staff listed organizations that may receive payments under the program, including Marion Economic Development Company (MEDCO) and the Cedar Rapids Metro Economic Alliance. Council members and staff noted the amendment establishes maximums and program scope but does not by itself bind the city to any developer obligations.
The council also approved a project calendar covering internal loan advances tied to economic development projects. Council members emphasized that any actual financial commitments will be vetted later when development agreements or loan documents are brought forward.
Next steps: staff may return with development agreements or loan documents that would specify any binding financial commitments and project-level details.
