Council requested clarification about noise, patrol frequency and trash pickup; staff said patrols will become a regular stop and that the city will handle first-floor trash while coordinating with other partners on broader cleanup responsibilities. The city will monitor whether signage and enforcement reduce misuse before considering capital measures such as gating.
