Manassas Park City Manager Carl presented a proposed FY2026 budget amendment on Dec. 2, saying the measure would increase the city’s adopted budget by about $3.2 million, largely to carry forward unfinished capital and operating projects and to reflect higher revenues. He told the governing body the amendment includes an $837,000 capital improvement program change and $512,000 in operational carryovers, and that staff is recommending the item be placed on the consent agenda for the Dec. 16 meeting after a public hearing.
Carl said the amendment contains one key decision point for elected officials: a $216,000 pool to provide year‑end bonuses to employees. "The bonus is $1,000 for every full‑time FTE," he said, adding that permanent part‑time employees who meet the qualifying date would receive $500. He said roughly 212 full‑time employees qualify under the program and noted that city payroll rules and eligibility (employees on the books by the qualifying date) apply.
Council members asked for clarifications about whether members of the governing body would be included and how the bonus would be treated for total compensation calculations. Carl said he would consult the city attorney about whether the council could be included and that the payments would be treated as wages for payroll‑tax and benefit calculations. He also reported that the city has just under $1.7 million in remaining ARPA funds and flagged a $22,000 smart‑meter item that may need adjustment because the meters may already be installed.
Staff recommended that the council hold a public hearing on Dec. 16 and consider approving the amendment on consent at that meeting. No final action on the amendment was taken at the Dec. 2 meeting.
