The Livingston City Commission approved a professional-services agreement to fund preliminary engineering work for a proposed seventh municipal well, a project staff says is intended to add redundancy to supply and support long-term development.
Grant Gager explained that updated water-modeling shows current capacity could serve roughly 750 single-family-equivalent homes — approximately 25 years of growth at recent construction rates — but the commission and staff want to plan now for future capacity and resiliency. The contract (Agreement 20232) with TDNH Engineering is a time-and-materials engagement with a not-to-exceed preliminary-design budget of about $94,009.
Gager said staff has discussed two candidate areas: a site the city previously reserved when the Watson property was annexed and a potential hosted location near the Yellowstone River offered by Livingston Health Care. The preliminary work will include topographic and boundary surveys, hydrogeologic assessment of at least two sites, water-rights review and exploratory testing.
On costs, staff clarified the $94,009 is a not-to-exceed engineering fee for the preliminary phase, not an hourly rate; staff estimated final engineering could add roughly $300,000 and construction could be “north of $3,000,000.”
Residents asked about floodplain exposure because some wells lie close to the Yellowstone River; public-works staff said modern wellhead design and flood-elevation controls reduce the risk of surface-water infiltration and that previous high-water events did not cause drinking-water contamination.
Commissioners approved the contract by voice vote and directed staff to proceed with site evaluation and community updates. Staff said final siting and construction funding would return to the commission for approval.
