Council schedules Idaho Power franchise reading, approves two municipal ordinances
Summary

Council then moved to waive three readings and voted to approve ordinance 2025-33, a municipal rezone that rezones specified Ada County parcel numbers and amends the city zoning map. The roll call recorded 'Yes' votes from the council members who responded.
The council also waived three readings and approved ordinance 2025-34, enlarging the Kuna municipal irrigation system boundaries to include specified parcels and declaring appurtenant water rights; staff were directed to record the ordinance and notify the Boise-Kuna Irrigation District and property owners as required by law.
In other business the mayor called attention to an Ada County Highway District proposal to divide an impact-fee collection area along a north–south line, expressing concern that the line would exclude the city's industrial zone from the city's impact-fee collection area. Council members agreed to review the ACHD map and consider coordinated comment during ACHD's comment period.
