Jackson approves Cooper Street purchase from Consumers Energy with $150,000 remediation contribution

Jackson City Council voted Oct. 28 to approve a purchase-and-sale agreement with Consumers Energy for property on Cooper Street and accepted a $150,000 contribution from Consumers Energy to support site remediation.
Council members and staff reviewed the environmental review history. A council member noted a Phase I and Phase II environmental site assessment were completed in 2023 using an EPA assessment grant administered by the Brownfield Authority. The council and staff agreed that, per the agreement, the city will complete a baseline environmental assessment within 45 days of acquiring the property to limit city liability and establish remediation responsibilities.
The motion authorized the city attorney and city manager to make minor modifications necessary to effectuate the sale and transfer; the item passed unanimously.
What’s next: Staff will finalize the acquisition paperwork, schedule the baseline assessment within 45 days of closing, and bring remediation plans and timelines back to the council.
