Council hears budget amendment that would add $183,008 for Marshall Park restroom; sewer extension also approved

Georgetown — At the Oct. 13 City Council meeting, finance staff outlined the city’s first budget amendment for fiscal 2025–26 and highlighted a request to fund additional work at Marshall Park.
The finance presentation described that roughly $1.7 million of the amendment reflects carryovers from the prior year; about $251,000 is new requests. The largest new request is the Marshall Park restroom and associated sewer extension.
City staff said bids for the restroom addition attached to the concession stand came back at about $346,000 after a second round of bidding aimed at securing more local contractors; sewer design and construction from the sewer main to the field is estimated at about $155,000. Together with previously allocated lighting and other work, staff estimated total Marshall Park project needs at about $753,000, leaving an additional general‑fund request of roughly $183,008.58 to complete the restroom and sewer work as bid.
“Marshall Park restroom is the largest new request; the additional sewer work is roughly $155,000 and restroom bids came in around $346,000,” the finance presenter said.
Council discussed funding sources and staff confirmed the additional amount would come from general‑fund reserves if the amendment is adopted. Staff also noted that some Marshall Park funding previously came from ARPA (about $286,000) with the general‑fund allocation originally $283,000.
The council later considered and approved separate municipal orders related to the Marshall Park sewer line and the restroom and storage facility construction; during discussion a council member questioned the per‑square‑foot cost, and staff replied that the second round of bidding produced a materially lower price than the initial solicitation.
Staff said the budget amendment and related ordinances will be brought forward for formal adoption in the schedule set by the city’s ordinance process and that a more detailed overall budget status will be provided at the next meeting.
