City officials say historic City Hall renovation on track, contingency under review

Georgetown — City project managers told the City Council on Oct. 13 that the multi‑year renovation of historic City Hall is moving through final construction phases and remains within the project’s authorized budget, though several outstanding items will draw on contingency.
Elizabeth Hunt, the project manager, said project teams have reviewed nearly 200 submittals and issued 11 supplemental instructions and eight cost bulletins. Contractors uncovered an original arched window in a wall cavity that staff plan to restore; the stair tower at the rear is being enclosed and third‑floor wood floors and finishes are nearing completion.
“Every piece and part that is going into this building, we have reviewed and sent back,” Hunt said, summarizing the quality control process.
Contract representatives reported a cumulative set of change orders totaling $441,274.71, with $333,766.54 remaining in contingency. The overall project cost was described in the presentation as unchanged from the previously reported total (listed in project materials as approximately $12.499 million). Project staff said a small repair for rotted wood discovered at a bay window is projected to be under $10,000.
Contractor Kent Sidwell and Mike Stacy of Codell said crew sizes have increased and weekend work is being used to meet schedule targets. They described a phased approach that aims for phased substantial completion of upper floors in late November and final completion of remaining first‑floor and basement work by mid‑December.
“We have some plans in place to get that completed for you — if that means double and tripling crew sizes over time, we will do what we need to do,” Sidwell said.
Staff also described plans to procure furniture, fixtures and equipment through cooperative purchasing contracts; the priority will be to outfit public engagement spaces first and offices thereafter.
Council members asked about weather protection with open exterior work and noted the sensitivity of historic preservation tasks; staff said temporary plastic and plywood protection are in place and that below‑grade waterproofing at the front elevation is being completed this week.
The project team agreed to return with updates and to provide any additional schedule or budget details the council requests at upcoming meetings.
