Director reports floodplain freeboard update, Carriage Place and Magnolia Point submissions

The director said staff would incorporate that ordinance language into the storm manual and has informed the NFIP; the change, staff said, could reduce community insurance rates under the NFIP community rating system.
Staff also reported receiving phase 3 construction drawings for Carriage Place (delivered the morning of the meeting) and phase 8 drawings for Magnolia Point; the Magnolia Point plans, staff said, include a bridge and show a route toward Union City Road. The director said he would review the submissions and asked that the bridge be included in the construction set for staff review.
On letters of credit, staff said the field inspector and applicants are working to close out several letters of credit and that a list of releases should be available by the next meeting. The director noted construction timing is sensitive to blacktop-plant seasonality and said staff is monitoring progress.
Commissioners asked about developer obligations to build bridges and connections; staff reiterated the development agreement requires making a connection to Union City Road and that the bridge is shown on submitted plans.
