Heather, planning staff, told commissioners the parcel is zoned commercial service with a general-plan designation of commercial and that the proposed 22-foot-tall building includes a community room and a covered vehicle area. The plan shows 53 parking stalls, including EV-capable stalls and bicycle parking. Staff recommended approval and said the project is exempt from the California Environmental Quality Act under a Class 3 categorical exemption for small new construction consistent with zoning.
The item drew questions about parking counts. A commissioner raised concern that the layout—an executive boardroom plus an assembly space—might require more spaces. Heather and the applicant’s representatives explained that mixed-use parking is calculated by separate square-footage standards: office at one space per 300 square feet and assembly/community room at one space per 40 square feet. The architect confirmed the community room usable area is 1,464 square feet and the rest of the building totals about 3,000 square feet for office uses, and staff said that combination yields the required spaces to meet the proposed 53 stalls.
A member of the public urged the commission to consider revising the city's parking minimums, calling them outdated and citing large retail parking lots as a comparison. Eric Bruin, identified in the record as CEO of Desert Valley Federal Credit Union, spoke in support of the project and said adjacent parking could absorb overflow during peak times.
Following the presentation and public comment, a commissioner moved to approve the site plan and the commission approved the motion by voice vote. The chair declared the motion carried.
