Rathdrum planning body recommends City Hall Addition final plat to City Council

The Rathdrum Planning & Zoning Commission voted to recommend that the City Council approve the final plat for the City Hall Addition subdivision, advancing Phase 1 of the planned City Hall campus while leaving several checklist items outstanding.

City staff told the commission the final plat is essentially unchanged from the preliminary plat and "meets all standards established by Idaho code and the RCC," and that required certificates and a title report had been submitted. Staff said the plat will not receive the public works director's signature until the items listed as "E5" in the findings are completed and accepted by the council.

The recommendation centers on a phased development approach: Phase 1 covers the large parcel identified for the City Hall campus, while two or three frontage parcels will be processed as a second phase and presented next year. A commissioner moved that the commission "recommend approval to city council of the final plat as presented within Exhibit A because it meets the relevant Rathdrum city code pending finality of items E5," and directed the city planner to transmit the recommendation to the City Council. A second was recorded and the motion passed by affirmative vote.

Commissioners also flagged a clerical date discrepancy in the packet (one line listed an incorrect year). Staff agreed to correct the record before forwarding the recommendation to council.

Next steps: the city planner will transmit the commission's recommendation to the City Council. The public works director will withhold final signature until the E5 items are completed and accepted; no final signature or recording was performed at the meeting.
