Committee members discussed repeated flooding and property impacts on Bailey Street and between Bailey and Orris streets. The chair noted the Bailey Street drainage project has been on the books for several years and that the city purchased a vacant lot to support the effort. Speaker 5 (street superintendent) outlined the hydrologic challenge: when the highway drainage fills during major rain events, side-street flows have nowhere to go and water backs up into residents’ yards.
Speaker 5 described options the town could consider: constructing a dry retention pond on the newly acquired lots to slow inflows; installing an underground bypass pipe large enough (he estimated a 24-inch pipe) to carry flow beneath the highway to South Elliot; or building a concrete containment wall to protect property. He cautioned that a hydraulic study is required to determine feasibility and costs: "...you'd have to have a hydraulic study done which that's beyond my capacity to do that," he said.
Committee members agreed the next step is for staff to consult with the city engineer (Dale) and engineering consultant Hedland to develop options, cost estimates and easement requirements, then return to the committee with recommendations. No formal decision or funding commitment was made at the meeting.
