City staff told the Pryor Creek EDTA that the 2025 Bluegrass Festival drew an estimated 3,300 visits from about 2,900 unique visitors, according to Placer AI data presented at the meeting. Inclement weather reduced attendance on Saturday and led to a shortened performance window during lightning activity.
Staff said most bands were able to perform and that sponsors did not request refunds; the insurance policy would have covered catastrophic cancellations but not minor, weather-related revenue drops. Financially, staff reported 2025 festival expenses totaled $95,000 compared with $88,000 in 2024. Sponsorship revenue was roughly $28,000 this year versus about $42,000 in 2024. The net amount not recouped in 2025 was reported as $57,000, up from $13,000 the prior year.
Officials said the festival is a multi-year effort to build downtown activity and discussed changes for 2026 including layout adjustments, vendor configuration and additional marketing. Staff said planning meetings will continue and a formal recommendation for 2026 will be developed.
Trustees asked for input and were encouraged to communicate ideas to staff between meetings.
