Brian McCain briefed the Pueblo City Council on Nov. 10, saying the city continues operating the relief emergency shelter at 710 West 4th Street after a 2024 zoning change. "Ordinance number 10,875 allows the 710 West 4th Street building to operate as an emergency shelter year round without zoning restriction for congregate shelter stipulations," McCain said, describing the relief shelter as a low-barrier overnight facility open 9 p.m. to 7 a.m.
