Council approves hires, vehicle surplus and property-abatement contracts

The Pryor Creek City Council on Nov. 18 approved several personnel actions and procurement items.

The council hired Donna Leonard to the deputy court clerk position (range D, step 1), effective Nov. 19, 2025, to replace Ashley Bryant; council members said Leonard brings municipal court experience. The motion to hire Leonard was made and seconded and carried by roll-call vote.

The council also approved hiring Christian Fogelman as a patrolman for the Pryor Creek Police Department (range J, step 2), with an anticipated start date of Dec. 17, 2025, pending pension-board approval. Staff noted Fogelman is certified and already completed the police academy, which the department said will allow him to begin duties without additional academy expense.

On procurement and asset management, council approved a corrected consent-item bid to accept $2,385 from Trammell Family Lawn Care for abatement of a nuisance property at 114 North Whitaker, after pulling and rereading the agenda item to correct the vendor name and amount. The motion to pull the original item was prompted by a disclosed family relationship to a bidder; the council moved to reconsider the consent agenda and then approved the corrected item separately.

Council also declared a list of Prior Creek Police Department vehicles surplus and authorized listing them for sale on Purple Wave, a nationwide municipal-auction platform; staff explained Purple Wave’s process and the council approved that approach.

All of these personnel hires and procurement actions were approved by council voice or roll-call votes recorded during the meeting.
