Jackson Fleischman, project manager for Public Works, said the amendment from JUB (presented in meeting as JEB/JB/JUB in places) is $92,600 and staff requested $10,000 from the project management reserve included in the original contract to cover additional scope related to well testing and contractor support, yielding a total additional request of $102,600. Fleischman explained the amendment reflects longer-than-anticipated well testing, site limitations that required multiple tests, and added consultant support as the contractor worked through technical questions and long-lead equipment procurement.
Council members questioned whether the additional consultant support resulted from unclear design or normal construction unknowns. Public Works staff clarified that the issue reflected typical construction unknowns rather than improper engineering, and they described how design, contractor selection and construction management interact on technical projects. After discussion, a council member moved to approve the amendment; roll call votes were recorded as 'Aye' and the amendment was approved.
Staff said the JUB contract (as amended) and existing contingencies leave a remaining project contingency for potential future needs; staff will return to the council if additional funds are required.
