Council approves $27,782 amendment to Transportation Master Plan to correct regional job‑placement data

S10 explained that late in 2024 staff discovered the regional model used by the Kootenai Metropolitan Planning Organization (KMPO) underestimated job growth in analysis zones along the Highway 41 corridor. City consultants and KMPO worked to reallocate jobs into the corridor to reflect observed growth; that modeling effort required additional consultant time and coordination, prompting the amendment.
Council raised questions about prior use of contract reserves, whether KMPO should share costs and the timing of approval for work already performed. Staff said the consultant work and KMPO coordination were required to avoid underestimating future traffic demand and would also support an upcoming sewer analysis for the corridor. A motion to approve Amendment No.3 was made, seconded and passed by roll call.
The amendment will be funded by street impact fees and staff said the work provides a necessary correction to regional projections that inform future capital and sewer planning.
