Commission awards $249,000 debris-removal contract for 16th Broadway building; roof repair to follow

City staff presented a rebid recapitulation for the long-troubled 16th Broadway building and recommended awarding the debris-removal contract to Pitt Foundation for $249,000. Staff said the low bidder on the earlier solicitation did not meet the RFP intent and rescinded its bid, prompting a resolicitation. "The recommendation tonight is to ask for award to Pitt Foundation in the amount of 249,000 to remove the debris," staff said, adding that all debris would go straight to landfill and that no reuse was planned.
Staff estimated prior costs on the property (assessments and the initial contractor) at roughly $25,000–$30,000 and said roof repair and stabilization are not included in the current contract. Engineers have inspected the building and, according to staff, found exterior walls stable but interior conditions changed after additional rain and debris falls; staff said clearing the weight of debris is necessary so engineers can re-evaluate total stabilization needs. Commissioners asked about the scope and timetable; staff said the recommended contractor could start within about a week to 10 days and one bidder estimated roughly 30 days to complete the cleanout under ideal conditions.
Commissioner Chuck moved to award the contract to Pitt Foundation; the motion carried by voice vote. The commission instructed that debris be hauled directly to landfill and confirmed that subsequent stabilization and roof work will be addressed separately as follow-up items.
