Council accepts Land and Water Conservation Fund grant for Quarry Sports Complex; approves Phase 1 design agreement

The Post Falls City Council accepted a Land and Water Conservation Fund (LWCF) grant award and approved a Phase 1 design agreement for the Quarry Sports Complex on Nov. 3.
Robbie Quinn, the city’s parks planner, said phase 1 will include two multipurpose fields, a parking lot, a restroom/concessions building, an entry plaza and a maintenance yard; the project scope (excluding optional alternates) is about $5,000,000. Quinn said the city was awarded a $1,250,000 LWCF grant that requires a 50% local match and that the grant portion the city will seek reimbursement for is just over $2.7 million of the project scope. He also cited Buy America/Build America requirements that apply to certain scope items.
Quinn asked the council to approve $48,263 for bidding assistance and a $5,000 contingency for a total of $53,263; he said funding for those services will come from impact fees. Council moved and seconded to accept the LWCF grant and to approve the Phase 1 design agreement; roll call votes were recorded as 'Aye' and both measures passed.
Quinn outlined next steps: finish construction drawings, advertise bids in January 2026, aim to start construction in March–April 2026, and anticipate roughly a 10-month construction window for the Phase 1 scope.
