City Engineer (S10) explained two disposal options: haul off at about $23.31 per cubic yard (roughly $65,000) or rework and place the material on‑site at about $12 per cubic yard, which staff estimated would add about $35,520 in work. To preserve contingency and avoid repeated returns to council, staff asked for $27,901.50 from multimodal impact fees to cover the selected on‑site approach while leaving contingency in the project budget.
Council asked whether the contingency should be used and whether the estimating consultant (Welsh Comer and Associates) would assist; staff said the consultant would not contribute and that the city remains well under the multimodal fund balance (staff estimated close to $1,000,000). The council approved the request by motion and roll call.
Staff said the change will allow the contractor to finish grading, place topsoil and hydroseed, and complete the project on schedule.
