Council approves $738,500 procurement contract for water reclamation dewatering unit

The Post Falls City Council on Nov. 3 approved a procurement contract with BDP Industries to purchase an additional dewatering unit for the city's water reclamation facility.
Andrew Arbini, Projects Division Manager for Public Works, told the council the contract amount is $738,500 and staff is requesting a 5% contingency, "bringing the total request to 775,425." He described the unit as part of a larger solids-handling improvements project; the interim purchase is intended to add redundancy to an existing dewatering system and addresses long lead times for equipment fabrication.
Arbini said the city declared BDP a sole-source vendor at a prior council meeting and noted that project delivery will include later selection of a construction manager/general contractor to install the unit. John Beacham, Public Works Director, explained financial planning for the wastewater fund and said any year-to-year surplus or shortfall flows into the city’s five-year financial plan used to inform future rate decisions.
Council asked whether waiting for newer technologies would be preferable; Arbini replied the second unit provides redundancy now while the larger solids project will evaluate long-term capacity and technology. Following discussion, councilmember Speaker 5 moved to approve the contract and the motion passed on a roll-call vote.
The contract approval authorizes the procurement and the requested contingency; the overall solids project remains a longer multi-year effort with an early planning completion estimate around 2028.
