Council approves G2 annexation and Residential Mixed zoning for Horse Haven/Saringa area

At the Nov. 18 meeting the Post Falls City Council approved the G2 Real Property Holdings annexation (ANNX‑25‑2) and concurrent zone change (ZC‑25‑1) to Residential Mixed (RM) for an annexation and rezone request located southeast of Horse Haven and North Syringa Street.
Planning Manager John Manley summarized the proposal and staff analysis, which described phased development with a blend of single‑family detached lots, cottage lots and a required minimum of 7% open space. Manley said RM zoning permits a variety of residential types and noted that single‑family detached homes are allowed outright in RM. The site falls in the Central Island focus area and staff found the proposal aligned with connectivity and housing goals in the Post Falls Comprehensive Plan.
Applicant Scott McArthur (McArthur Engineering) presented a conceptual layout and said the proposed plan was planning‑commissioned and the applicant expects to remain under the maximum density allowed by RM in practice. McArthur said no commercial uses are proposed for the site at this time and that right‑of‑way dedications and frontage improvements would be required as part of development. He also noted the design would secure approximately 1,300 feet of right‑of‑way improvements on Horse Haven and Saranga.
No members of the public testified for or against the application during the hearing. Councilors cited connectivity, infill benefits and alignment with the comprehensive plan as reasons for approval. The council moved to approve the annexation and zone change and the motion passed unanimously by roll call.
Next steps: the proposal will proceed to subdivision review (as approved by Planning & Zoning), design and engineering, and the development agreement and improvements will be implemented as conditions of annexation and subsequent subdivision approvals.
