Council approves vacation of 10‑foot utility easement at 1501 E. Hamby Drive

Council approved a request to vacate a 10‑foot utility easement at 1501 East Hamby Drive so the property owner, Eric O’Brien, can construct an addition to his home.
Justin Souder presented File VAC‑25‑1 and told council there are no utilities currently located within the easement; Avista provided a letter confirming the easement will not be used for future utilities and Post Falls Highway District returned no comments. Justin Souder also said staff had no concerns and that no other properties would be affected by the proposed vacation.
City Engineer Robert Paul said the easement dated to the original 1970s plats when it was common to place utility easements on multiple parcel edges. He explained the stormwater system was inspected and the overflow portion of the previous stormwater easement is not needed; the system was found satisfactory.
After a brief council question about why the easement existed, a motion to approve VAC‑25‑1 was made, seconded and passed on roll call.
The council recorded the motion and vote and closed the public hearing. No appeals were raised during the hearing.
