Owensboro commission approves transit-suspension ordinance, body armor and vest grants

The commission approved Municipal Order 26-2025 authorizing application for body armor grant funding through the Kentucky Attorney General's Department of Criminal Investigations in the amount of $254,882 to acquire 95 helmets and 11 shields; no local match was required. The commission also approved Municipal Order 27-2025 to apply for reimbursement under the Patrick Leahy Bulletproof Vest Partnership (administered by the Bureau of Justice Assistance) to reimburse the police department for 50% of $29,746 spent on 35 vests (reimbursement amount $14,873).
In consent business the commission approved minutes dated Nov. 4, 2025 and reappointed Paula Hayden to the Parks and Recreation Advisory Board (two-year term effective Nov. 23, 2025) and Dava Kelly to the Human Relations Commission (three-year term effective Dec. 4, 2025). The commission also approved promotional, probationary appointments in the fire department: Ted Johnson to captain (effective Nov. 30) and Tyler Grant to lieutenant (effective Dec. 28).
No roll-call tallies beyond the ordinance were recorded in the transcript; several items were resolved by voice vote. The city manager said the transit ordinance was modeled on an existing parks-department process and intended to provide an appeal process for suspended riders.
