Becky Fairbanks described a small pilot test with South Feather Water and Power Agency to evaluate diverting surface water for agricultural use and recharge. The trial diverted roughly 10 cubic feet per second and delivered flow to a landowner about 11 miles downstream; staff reported that about half of the diverted water reached the intended property and the remainder contributed to direct recharge along the conveyance route. The feasibility study will estimate costs to repair conveyance obstructions identified on the route.
Staff also described the Palermo multi‑benefit feasibility and pilot work: an $80,000 pilot to clear about 1.7 miles of drainage ditch in phases, coordinating with Butte County Public Works and California Department of Fish and Wildlife (CDFW) permitting. Some sections are pre‑approved by CDFW and staff have negotiated access agreements with landowners; permitting requires section‑by‑section approvals and the work will be completed in phases.
No board vote was required on these project updates; staff will return with procurement documents and feasibility results.
