The Wyandotte Creek Groundwater Sustainability Agency on Oct. 23 adopted its own procurement policy aimed at giving staff more flexibility while preserving board oversight on larger contracts.
Staff said the policy would allow the program manager to sign contracts and make purchases under $25,000 provided a management-committee member signs off and the board is informed at the next meeting. Contracts between $25,000 and $100,000 would require board approval; contracts over $100,000 would generally go through a competitive process, though the policy permits direct awards in limited cases with documented justification (for unique expertise, integration needs or when continuity is cost-effective).
"It also allows for emergency purchases... the program manager would need to come back with documentation and a justification," staff said while reviewing oversight and reporting requirements. A board member moved to adopt the policy; the motion was seconded and the board approved it by voice vote.
Board members asked staff to include clear documentation practices and to ensure member agencies are involved when program-level purchases are made. Staff said the policy includes reporting back to the board on purchases and direct awards and that legal counsel could refine exceptions and wording as needed.
The policy is intended to streamline routine purchases while maintaining transparency and competitive processes for higher-value contracts.
