Summary
The GSA approved extending the periodic evaluation and plan amendment schedule through 2026 and directed staff to engage Larry Walker Associates under a separate contract not to exceed $30,000 to complete the work if the grant ends in March 2026.
The Windrock Creek GSA voted to extend its periodic evaluation and plan amendment schedule through 2026 and to pursue a separate contract with Larry Walker Associates not to exceed $30,000 to complete remaining evaluation work, staff said on Nov. 20.
Becky Fairbanks explained the March 2026 grant deadline for the currently grant‑funded work and said staff proposed either finishing the draft periodic evaluation under the grant by March or contracting for additional work through December 2026. She noted that extending the schedule through 2026 would allow the team to incorporate the 2025 annual water‑report data and any forthcoming Department of Water Resources guidance on interconnected surface waters and interbasin coordination.
The board moved to proceed with the second option — extending the schedule and approving a contract not to exceed $30,000 for Larry Walker Associates to complete the periodic evaluation and related plan amendments. Directors approved the motion by voice vote and asked staff to bring contract terms back for administrative completion.
Next steps: staff will negotiate and execute a contract for the additional technical work as directed and incorporate the consultant’s final materials into the periodic evaluation and plan amendment schedule.
