The Oroville City Council voted to authorize a full PVC membrane overlay for the airport fixed-base operator (FBO) building roof to provide long-term protection and a 20-year manufacturer's warranty, after staff recommended that option over a low-cost patch.
Staff said two responsive bidders offered a choice between limited, no-warranty repairs using silicone and tape for about $15,800 and a full overlay system that would include a 20-year manufacturer's warranty for roughly $160,000. "Staff recommend proceeding with the full PVC membrane overlay system, which includes a 20 year manufacturer's warranty and will ensure long term building integrity and asset protection," staff told the council.
Council members confirmed available capital-improvement funds in the airport budget and noted other competing priorities but moved to approve the overlay. The motion passed on a roll call recorded in the meeting as "6 yeses, 1 absent." Councilmembers also discussed the existing metal roof, skylights and the need to remove and reset an HVAC unit as part of the overlay work.
The decision allocates capital improvement funds to proceed; staff will move forward with contracting and coordinate required work that may temporarily disrupt airport operations during repairs. The city did not specify an exact construction start date in the discussion; airport staff noted funding for capital improvements is available and some work may be scheduled around weather and operational needs.
