Fire Department staff said the amendments were designed to improve safety, clarity and consistency with Butte County and neighboring jurisdictions. Key changes include raising the maximum allowable burn‑pile size from 4 feet to 6 feet, changing permit validity to one year from the date of issuance rather than a calendar year, clarifying permitted dates and times, and giving the fire chief authority to modify, suspend or revoke permits for public‑safety or air‑quality reasons.
Staff also described an online permitting process that includes an educational video, attestations and a linkage to the city’s permitting system; the goal is to make an online permit free to city residents and reduce staff time for in‑person processing. Councilmembers asked about implementation timing and how the online flow will work; staff said the permit will include an education step and an administrative approval workflow to the fire chief.
Council voted to waive first reading and introduce the ordinance by title, directing staff to return with the formal adoption language at the Nov. 18 council meeting.
