Norton sets aside funds for culverts, advances road and bridge items and schedules dispatch console purchase

Norton — At its Nov. 17 meeting the Norton City Council discussed and advanced multiple infrastructure and equipment items: two major road projects for 2026, an ODOT-funded bridge replacement on State Route 21, and a dispatch console purchase for the Southwest Summit Communications Swisscom system.
City staff outlined two road projects planned for 2026. The SR 261 project (Medina Line to Collier) was estimated at $3,672,000 with approximately $3,000,000 in grant funding, leaving Norton’s local share at about $734,400. The Greenwich resurfacing program was listed at roughly $1,000,002.60 with about $787,000 in grant support. Finance discussion focused on whether to retain a proposed $500,000 road contingency in the budget or reallocate that money toward culvert set‑asides or personnel. Council directed staff to create a separate culvert fund in future budgets to track set-aside dollars.
On the bridge project, council considered and adopted ordinance 1 02 20 25 providing consent to the Ohio Department of Transportation for PID 119349 (State Route 21 bridge replacement). Council was told ODOT will pay for the project, which could require long-term partial or full closure during construction in 2026.
The meeting also recorded the introduction (first reading) of an ordinance authorizing the purchase of Max Dispatch telecommunications console systems (Swisscom) from V-Tron with Norton’s share quoted as not to exceed $38,031.39; that item was placed on the agenda as a first reading. Council members noted the console will replace aging equipment and could make the dispatch system more attractive to other municipalities joining shared dispatch arrangements.
Councilmembers agreed in principle to prioritize culvert funding and to set up a separate fund so future set-asides are tracked clearly. Staff said project-specific decisions (including sequencing of culvert work) will be made in subsequent budget cycles based on grant availability and engineering assessments.
The council approved consent for ODOT’s bridge project and logged the dispatch console purchase for consideration; budget adjustments (including a corrected Wadsworth Road budget entry) will appear on the next agenda.
