James Russell Sports Center shows rising membership; parks hire announced

Jason Welker introduced Colton, whom he said “has signed an offer letter to be our new parks facility supervisor,” and noted Colton will replace Austin Hull (retiring Dec. 26) and supervise the parks maintenance team and seasonal staff. Welker described Colton’s construction and irrigation background and said bringing those skills in‑house saved the city from contracting some work.
Welker also presented recent facility data: October revenue was $11,539 and the first 11 days of November produced $7,535; the center has 373 registered members, about 150 of whom are annual paying members. Staff said the center’s operational breakeven is roughly $550–$600 per day annualized, and they are not using general fund dollars to support operations — the recreation fund (a portion of property tax) subsidizes the center until it reaches stable coverage. Welker said success at the sports center could free recreation funds to restore adult programs such as volleyball and softball.
Next steps: the commission asked staff for a future report on the HVAC noise mitigation for the center and for follow‑up items to appear on a December or January agenda.
