The Pharr International Bridge Board voted Wednesday to ask the City of Pharr to authorize the issuance and sale of International Toll Bridge System revenue bonds to fund the DAP 16 dock-expansion project.
"This is basically in accordance to the bridge bylaws ... and the bond covenants that it needs to pass through the board," Bridge Director Luis Bassan said when introducing the measure and noting the bonds would cover the DAP 16 projects. Jameson from Finance was noted as present to answer technical questions.
The motion was moved by Mr. Martinez and seconded by Mr. Veas; the chair called for 'aye' and declared "motion carries." The transcript records the action as approved but does not include a roll-call tally. The board treated the resolution as a procedural step required before the City of Pharr may consider bond authorization and sale.
Board staff and project managers also updated members on the DAP 16 schedule and related capital work that the bond would support. Pilar Rodriguez reported the dock expansion and related Ag Lab work is "approximately 34% complete as of October 31st," and that the international bridge expansion is "approximately 74% complete" after a month with roughly 6% productivity. Rodriguez said that relocation of the Hidalgo County Irrigation District No. 2 canal (from open channel to conduit/pipe) is a critical remaining item to finish the bridge tie-in.
The board approved the minutes for the Oct. 22 meeting and moved other routine motions (excusing Member Garza and adjourning) before closing the session. The resolution now moves to the City of Pharr for the next step in the bond-authorization process.
