Council clears Cycle Oregon rally at Riverside Park with beer-garden requirement

The Grants Pass City Council approved a request from Cycle Oregon to use Riverside Park for a private, multi-day rally Aug. 25–Sept. 2, 2026, including commercial vendors and on-site sale and consumption of beer and wine.
Parks staff outlined the proposal and preliminary site layout, estimating about 700 participants (500 riders and 200 staff/volunteers), a fee of approximately $2,700 for private use of the park, and a security/deposit structure to cover potential damages. Event organizer Ashley Lance said Cycle Oregon will name the city as an additional insured, typically uses a consistent caterer and aims to feature local vendors for some food and beverage offerings.
Council discussed how alcohol would be controlled. Chief Hensman recommended planning with event organizers and asked for an on-site point of contact; councilors pressed for a confined beer-garden approach to reduce wandering with alcohol. Councilor Victoria’s motion approved both the commercial-activity permit and the limited alcohol consumption with the condition that alcohol be confined to a beer-garden-style area and that event organizers meet with the police chief to finalize safety and containment details. The motion passed by roll-call vote.
Staff will finalize permit conditions, security/insurance requirements and cleanup/deposit arrangements.
