Council approves developer-installed reimbursement district for Harbeck Meadows

The Grants Pass City Council adopted an ordinance establishing developer-installed reimbursement district CC6590 for the Harbeck Meadows subdivision.

City staff described the district’s scope: approximately 679 linear feet of new street, 744 feet of storm infrastructure, 679 feet of water main and 476 feet of sewer. Staff estimated the district’s costs at about $887,000, broken down roughly as $510,000 for streets, $123,000 for storm drains, $188,000 for water and $65,000 for sewer, with per-dwelling assessments to be levied as properties develop.

Applicant John Camiller told council he will fund construction up front (stating he planned to pay about $875,000) and will be reimbursed incrementally as adjacent properties connect or obtain building permits. Staff noted there was no city capital outlay beyond staff-time to administer the district; reimbursements are triggered on connection or permit issuance, and the ordinance term for assessments is set in the municipal code.

Council moved and voted to adopt the ordinance on first reading and then approved second reading later in the meeting; both votes passed by roll call.

The ordinance creates a mechanism to let a private developer build infrastructure and recover costs from benefiting properties over time. Staff will return with final cost reconciliations after construction.
