Shawnee — At its Oct. 13 meeting, the City Council took the following actions by voice vote.
• Approve 2026 Community Development Block Grant (CDBG) annual action plan. Motion passed. Staff used the 2025 award as a baseline while awaiting the 2026 federal allocation. (See staff presentation.)
• Authorize the mayor to sign the 2026 annual plan application after the 30‑day public comment period ending Nov. 14, 2025. Motion passed.
• Approve a substantial amendment to the 2020 CDBG action plan to add facility improvements at Shawnee Community Services, approve a grant administration agreement with Shawnee Community Services for the CDBG‑CV project, and authorize staff to advertise a design‑build procurement. Motions passed.
• Authorize the mayor to sign a banking services agreement with Commerce Bank following a competitive RFP process that invited 19 banks; five qualified bids were received and Commerce Bank was recommended. Motion passed.
• Award contract to Conrad Fire Services for a custom tiller apparatus (not to exceed $2,573,000). Motion passed.
• Award PN 3618 — 2025 bridge repair program — to low bidder Comanche, $341,894. Motion passed.
• Approve design contract for 75th & Schweitzer and Larson Lane (65th–67th) project and adopt a resolution authorizing acquisition of temporary or permanent easements; design contract amount $250,450. Motions passed.
• Approve change order to contract 2024‑051 with A Bay Construction (75th Street & Schweitzer CMP replacement) in the amount of $88,084.51. Motion passed.
• Approve design contract for Blackfish Parkway West of Flom CMP replacement with BG Consultants for $251,998 and adopt resolution authorizing easement acquisition. Motions passed.
• Approve 2026 City Mowing Services contract to Kansas Land Management for $310,174 (three‑year contract with renewal options). Motion passed.
• Ratify semimonthly claims for Oct. 13, 2025 totaling $8,889,819.07. Motion passed.
The council adjourned; a council committee meeting followed.
