Shawnee council approves stadium turf, expands scooter rules and okays $50,000 downtown grant

"The permit passed unanimously," said Doug Donahue, the city’s communications director, summarizing outcomes from the Oct. 27 meeting.
The council approved a special-use permit allowing Saint Joseph to install artificial turf and new lighting at its sports stadium. Donahue said the permit was approved unanimously; the transcript did not record a roll-call tally for that item.
On local regulation, the council amended the municipal code that previously covered motorized skateboards so the language now explicitly includes motorized scooters and motorized unicycles. The revisions add right-of-way language and require helmets for riders under 18. The council approved those ordinance amendments 8 to 0, according to the summary.
The council also heard from representatives of the Shawnee Kansas Art Group about a new public art installation slated for the intersection of 75th and Monticello. The installation, a collaborative design produced with students from the Shawnee Mission School District and Mill Valley High School, is based on Kansas wildflowers and is targeted for installation in June 2027.
Owners of Current State Coffee requested a $50,000 grant to support updates to a new downtown Shawnee location. The council approved that grant on a 5 to 3 vote and included a condition that the second disbursement will not be released until the business opens to the public.
Council members also adopted a set of policy statements (numbers 12, 21, 33, 49, 56 and 60) unanimously. A previously proposed set of standby fees for the Shawnee Fire Department was not included on the agenda so staff can review the proposal further, Donahue said.
