Shawnee Council approves up to $2.573 million purchase of custom fire apparatus; delivery expected in about four to five years

Shawnee — The City Council on Tuesday approved an agreement with Conrad Fire Services to purchase a custom tiller fire apparatus in an amount not to exceed $2,573,000.
Fire Chief Rick Potter told council the tiller is a specialized, custom vehicle that arrived through the city’s competitive process with only one bid. ‘‘For this type of apparatus, which is a tiller, these are fully custom…It is going to take about 49 and a half to 52 months,’’ Potter said, setting the expected delivery window at roughly four to five years.
Chief Potter said the vehicle will move through the department’s planned replacement schedule; older apparatus typically shift to reserve status when replaced. The replacement plan had anticipated a later year for this piece of equipment, but current lead times pushed the delivery into 2030. Finance Director Sean Rocco said the city plans to place the order now and borrow for the truck when it is delivered rather than issuing debt immediately.
Council asked about disposal of older apparatus; Potter said some vehicles move to reserve status and others are sometimes donated to smaller communities or sold through the city’s disposition platform (PurpleWave) depending on condition.
Council approved the contract by voice vote. The purchase authorization includes a not‑to‑exceed price and directs staff to proceed with the procurement and future financing steps described by staff.
