Councilmember Roscoe moved the purchase and Councilmember Talley seconded; the motion passed on a roll-call vote with all members voting yes.
The council also adopted three budget amendments on second reading. Budget amendment 25/26-8, adopted to cover costs associated with reimbursement under a Welch Packaging Brownfield agreement (cited as council resolution 15-349), totaled $211,419.31.
