Pueblo council votes 5–2 to rehear $500,000 Greyhound Park blight resolution

A motion to reconsider a resolution that would transfer $500,000 of American Rescue Plan Act funds into project account CI12521 for Greyhound Park blight removal passed the Pueblo City Council by a 5–2 vote Monday.

Roger Gomez cited the Pueblo City Charter’s 10‑day reconsideration rule when the item was announced, explaining the mechanism for reopening a recent vote. Councilor Tini moved to bring the previous action back for reconsideration; Councilor Maestri seconded the motion. Staff clarified that an affirmative vote would place the original resolution on the Oct. 27 agenda for reconsideration. The council proceeded with a digital vote and the motion carried 5–2.

The action does not itself appropriate the $500,000; it returns the original resolution for reconsideration at a future meeting. City staff told council that the resolution in question would have transferred funds from account CI12113 into CI12521 and that the CI numbers reflect project accounts established for demolition or blight removal. The motion was procedural: a successful vote reopens the original action so council can revisit the substance and any related documents during the Oct. 27 meeting.

Council discussion leading up to the vote focused on procedural eligibility to move for reconsideration and on making sure the developer and other stakeholders were informed that the motion was being pursued. Staff said they had contacted the developer to notify them of the motion to reconsider; they reported the developer was "pretty disappointed." No new appropriation or change to the underlying purchase agreement was made Monday.

The council clerk will place the original Greyhound Park resolution on the Oct. 27 agenda for formal reconsideration and possible final action.
