The North Platte City Council on Oct. 7 handled several routine and land-use items alongside larger agenda topics.
Salary ordinance: The council approved Ordinance No. 4227, a corrected salary schedule for fiscal year 2025–26. Staff said the ordinance corrects an omitted page and does not change the final budget; the council suspended rules and adopted the ordinance in the same meeting.
Equipment lease: Council approved lease-purchase financing with U.S. Bancorp Government Leasing and Finance, Inc., for an Elgin Pelican dual-side broom street sweeper for the street department in the amount of $277,317. Staff said the vehicle was delivered and fits within the department’s lease-purchase budget line.
LARM ratification: The council ratified actions by Lane Groseth, the city’s League Association of Risk Management (LARM) representative, taken at the LARM annual meeting on Sept. 24, including elections to the association’s board.
Annexation study: The council adopted a resolution to initiate an annexation study for East 6th Street pursuant to Nebraska Revised Statute 16-117 and forwarded the matter to the city planning commission for review. The action sets up public hearings; any annexation decision would return to council (staff noted a likely November 4 return date).
Tower conditional use: After closing a public hearing, the council approved a conditional use permit to expand the footprint of an existing communication tower in the 4000 block of West Front Street (I-2 heavy industrial district), finding the application met the minimum standards in the North Platte code of ordinances (section 156.322). Staff said the expansion adds a small building and a propane tank and that an amended lease will be returned to council to reflect adjusted rent for the expanded footprint.
Rodeo Road land-use change: The council combined public hearings and then amended the city’s comprehensive plan future land-use map to change parcels at 4684 and 4602 Rodeo Road from agricultural/vacant to commercial. The council also voted to adopt Ordinance No. 4226 on first reading to rezone the parcels from A-1 transitional agricultural to B-2 highway commercial, consistent with the property owner’s request and planning staff recommendation.
Claims paid and executive session: Council approved claims and then voted to enter a closed session to discuss potential litigation to protect the public’s interest.
What’s next: Items requiring follow-up include finalizing any amended lease for the tower expansion, planning commission review of the annexation study, and subsequent readings for ordinance 4226 and the bond ordinance 4228.
