Council reviews first reading of grant-funded El Verdi Road water and drainage project

Assistant Public Works Director David Demellein presented the El Verdi Road water-main and drainage improvement project as a first-reading ordinance. The project is funded by a Bexar County ARPA grant and includes replacement of roughly 1,200 feet of aging asbestos-concrete (AC) main with new 8-inch PVC, installation of eight water services and a fire hydrant, about 250 feet of 18-inch drainage pipe under driveways, bar ditches along the north side of El Verdi Road and required asphalt and driveway restoration.
The ordinance proposes a budget adjustment of approximately $910,893.55 to cover engineering, construction and contingency; the low qualified bid was reported as $724,718.83 with a 15% contingency (about $108,708). Demellein said the intended construction method is to install the new PVC main near the existing AC main on the shoulder so the street would not need full excavation, and that the AC main would be abandoned in place rather than fully exhumed.
Councilors asked technical questions about whether the AC pipe would be removed or left in place, how the project would maintain service during construction and project limits; staff said the county awarded the grant and the city will be reimbursed once the work is complete. This was a first reading; council did not vote on contract award or final ordinance at this meeting.
