New Star police chief presents October statistics showing rises in crash responses and proactive policing

Tim Haines, the new chief of the Star Police Department, delivered the October report to the council on Nov. 18 and highlighted changes in call types and enforcement activity as the city grows.
Haines said the department had 212 total crimes year-to-date and emphasized an increase in crash responses, which he attributed in part to population and commuting increases. "We had 212 total crimes year to date, which puts us on track to actually beat 2024 for the amount of crimes per thousand people," he told the council.
He reported 379 citizen calls for service and 15 arrests, including three DUIs (one of which involved a related drug arrest), and noted an increase in proactive policing activities such as location checks and traffic stops. Haines also said the department logged five mental-hold cases and 25 proactive policing contacts that contributed to higher society-crime statistics.
Haines addressed response-time data and explained an anomalous 9-minute response on a call where the software later recorded arrival at a different time because the suspect moved and deputies were later tagged on a related contact. He described the department's continued emphasis on proactive work to identify and reduce criminal activity.
Council members asked whether spikes in domestic-violence counts represented multiple incidents or repeat calls to the same households; Haines said he suspected repeat contacts to the same locations and offered to research individual-case details off the dais.
