Council approves $64,000 in auction proceeds to fund HSIP bid work, including HAWK signal near Los Flores School

The Ridgecrest City Council voted unanimously Oct. 15 to move roughly $64,000 in revenue from the sale of surplus equipment into expense accounts to finish bid documents for highway-safety projects.
Acting City Manager Travis Reid said the funds came from a government auction that returned about $64,000 and that staff want to use the money to complete bidding documents for Highway Safety Improvement Program (HSIP) work. "At this time, that is the one that we are planning on using the funding for," Reid said, referring to a HAWK pedestrian signal in front of Los Flores School. He said the appropriation is to finish the specification and bid package; any contract award would return to council for approval.
Council members asked whether the HAWK installation was the only planned use of the funds; Reid said the timing for the HAWK in front of the school made it the priority now and that additional projects could be considered later. The council then moved and seconded the resolution and approved the budget amendment 5-0.
Why it matters: The appropriation moves locally controlled revenue into an identifiable pedestrian-safety project, enabling staff to finalize bid documents and preserve a construction window when school is out.
What’s next: If staff award a contract, the council will review any contract award at a future meeting. Reid said bids for other projects will be brought back to council as needed.
At the council meeting, no contract was awarded; the action was limited to adding the auction revenue to the expense budget and authorizing staff to proceed with bid preparation.
