Romulus council sets 2026 meeting calendar, adopts Robert’s Rules and names Celeste Roscoe chair pro tem

Romulus — The Romulus City Council moved Tuesday to organize its procedures for the coming year, adopting a 2026 regular-meeting calendar, approving Robert’s Rules of Order as its parliamentary procedure and selecting Councilwoman Celeste Roscoe as chair pro tem.

Council adopted a resolution to hold regular meetings on the second and fourth Mondays of each month at 7:30 p.m., a schedule the clerk said was recommended in accordance with the city charter. Councilmember Wadsworth moved the calendar; Roscoe seconded the motion, and the clerk recorded unanimous “Yes” votes.

Councilmember Jones introduced a motion to adopt Robert’s Rules of Order as the council’s governing parliamentary procedure. "In compliance with chapter 6, section 6.9 of the city charter," Jones said, and the motion passed on a unanimous roll call.

The council also voted to select Councilwoman Celeste Roscoe to serve as chair pro tem. Roscoe accepted the role after the motion was moved and supported, and the body recorded unanimous approval.

City Clerk Ellen Craig Bragg presented a package of additional organizational items that the council approved, including arranging several study sessions: a Dec. 8, 2025, 30-minute session to review a presentation from Cantela/Contella Capital Group regarding city depositories; a Dec. 22, 2025, one-hour session on a council vacancy procedure ordinance; and a Jan. 12, 2026, 1 hour 15 minute session to draft council bylaws and amend meeting rules. "It is recommended that council adopt a resolution to hold its regular meetings on the second and fourth Mondays," Bragg said when introducing the calendar resolution.

The council’s actions were procedural and unanimous; no dissent or amendments to these organizational items were recorded during the meeting. The body will reconvene for the study sessions on the scheduled dates for detailed presentations and ordinance discussion.
