Pittsburg amends website contract with Limelight Marketing for $154,000 amid questions about bidding

The Pittsburg City Commission on Nov. 12 approved an amendment to the existing master services agreement with Limelight Marketing LLC for development, testing and deployment of a new city website at a cost of $154,000.
Brady Johnson (Limelight Marketing) and his business partner John outlined a scope of work that the firm says goes beyond a visual redesign to implementing a new technology stack, accessibility (ADA) compliance, security hardening, integrations for payments and reservations, and user testing with local community members. Johnson said Limelight originally built the city’s current site about 10 years ago and has provided ongoing maintenance and local support since then.
When asked about the use of artificial intelligence, Limelight’s technical lead said the company ‘‘uses AI tooling to help us check our work, to help us move faster’’ but does not rely on AI to generate finished content.
Several commissioners pressed staff on procurement: one commissioner asked why the city was amending an existing master services agreement rather than soliciting bids; staff and Limelight said previous procurement and the decade‑long relationship reduced some implementation risk and that Limelight’s local presence (staff and training available in person) was a factor in the recommendation. Limelight said the one‑time build cost is $153,000–$154,000 with an ongoing retainer/maintenance arrangement; transcript discussion referenced a monthly retainer figure of $3,000 in the packet and an operational billing figure of roughly $600 per month for ongoing support in practice.
A motion to approve the amendment passed; the commission directed staff to incorporate further budget planning and to consider competitive procurement practices when appropriate in future purchases.
