Planning commission schedules public hearings for multiple zoning amendments in January

The Torrington Planning and Zoning Commission on Nov. 17 scheduled public hearings for several proposed zoning regulation amendments to be held Jan. 21, 2026. City planner Jeremy Leifert presented draft language and background for amendments addressing outdoor lighting (section 5.17), self‑storage/warehousing (section 6.11), electric‑vehicle charging infrastructure (section 5.13), and automobile establishment frontage rules (section 6.2).
Leifert said lighting revisions are intended to align local rules with the model outdoor lighting regulations from Lights Out Connecticut and to clarify exemptions for one‑ to three‑family dwellings while strengthening definitions and measurement standards. Proposed warehouse changes would add definitions for warehouse and distribution centers, impose a 100‑foot front yard setback for self‑storage in the Local Business zone, and require site and traffic studies for larger distribution uses.
On EV infrastructure, staff proposed minimum charger requirements for larger parking areas, standards for charger location, lighting and security, and maintenance/fee provisions. Attorney Peter Ebersole presented an amendment to clarify frontage rules for automobile repair shops without vehicle sales. The commission accepted the drafts for review and set a public hearing for Jan. 21, 2026 for each amendment.
The commission asked staff to circulate markup documents and model regulations in advance of the January meeting; public comment will be taken at those hearings before any amendments are adopted.
