The Torrington City Council voted Dec. 1 to refer the proposed sale of 492 Prospect Street to the Planning & Zoning Commission for review under Connecticut General Statutes §8-24 and authorized the mayor to proceed with sale negotiations contingent on a favorable recommendation.
Jamie, speaking for city staff, said the property was taken by the city in a blight foreclosure and has been cleaned out to a broom-swept condition under a request for proposals. She told the council the cleanup work and related ancillary costs total just under $25,000 and that the work to date was funded through what staff referred to in meeting materials as the bridal fund; staff said the city expects to recoup cleanup costs when the property is sold.
Corporation counsel (as referenced in the meeting) and facilities staff explained that a referral under Conn. Gen. Stat. §8-24 is required before a municipality sells city-owned real property so Planning & Zoning can advise whether a sale complies with the city's plan of development.
Council members sought additional information about the historic track of costs and suggested staff prepare a fuller presentation on the city's blight program, including how many properties are on the inventory, cleanup costs, and sales outcomes. Councilman Cavanero and others asked staff to clarify what the council should expect from a future report so the council can track spending versus recouped revenues.
The council approved the referral and the contingent authorization for the mayor to negotiate sale terms if Planning & Zoning recommends the sale.
Staff will forward the property to Planning & Zoning and report back to the council on the commission's recommendation and any subsequent sale negotiations.
