The Torrington Planning and Zoning Commission on Nov. 17 approved site plan 1588 for a proposed 1,600‑square‑foot bank with a drive‑through at 131 South Main Street in the downtown district. The application, filed by Matthew Germano for PAC Group, was approved with multiple conditions addressing engineering, landscaping, and permitting requirements.
City planner Jeremy Leifert summarized staff review, noting the parcel is 0.34 acres and the proposed bank and drive‑through are a permitted use in the Downtown District under zoning regulation section 3.1 (subsection 4.15). Leifert and other staff flagged several items that must be addressed before permits are issued: confirmation and documentation related to a 20‑foot sanitary sewer easement if the building footprint impacts the easement; submission of a stormwater management design; revised planting lists showing native species and required tree/shrub counts; ADA‑compliant accessible parking and routes; and demonstration that utility and service connections are properly shown on final plans.
Matthew Germano described the proposal as a full‑service branch with a drive‑through and site improvements, saying, “Proposing, obviously, updates to landscape buffers, parking areas, bridal lanes, everything associated, as well as proposed concrete curbing on Coe Place.” The Architectural Review Committee reviewed the design and recommended brick cladding and exterior lighting options; ARC issued a unanimous positive recommendation on Nov. 13, 2025. The commission's approval requires the applicant to submit final plan revisions for review by the city planner, assistant planner, and city engineer and to provide sewer easement documentation or permission to build over the easement before zoning permits may be issued.
The motion to approve site plan 1588 passed by voice vote. Required next steps include updated plan submissions, required permits (building, sanitary sewer discharge, zoning), and verification of landscaping/species and ADA parking details.
